Bagher is the first jurist that registered an article about the law of the internet in Iran, one of the first concerned about the law of technology. He was the scholar that defined the "Law of modern technologies" course for the universities of Iran. These acts show him somehow: he is fond of researching new areas of law.
He started law studies as a bachelor at the University of Tehran and continued his studies there to get his Master's and Ph.D. in law. As a talent, Bagher had the choice to be a scholar at the University of Tehran and The Shahid-Beheshti University. Since then, he is a professor at Shahid-Beheshti University. He made such an impact in his academic career that he is usually a candidate for drafting bills about the specific subject of law: preparation of draft-bill on the freedom of information, draft-bill on privacy, draft-bill on transparency, draft-bill on conflict of interest management in the public sector, draft-bill on establishing of a national institution for the protection of human and citizens rights, and the draft-bill on Civil liability of public institutions are some examples of his work in collaboration with the state. the first one has been approved into law through the legislation mazes, and others are i n the legislation process.
He is the lead researcher of the ‘Data and Artificial Intelligence Lab’ and ‘law of Platforms Lab’ in Phanous now in the projects that fulfill his desires for the new areas.
Eager to advance ideas in the field of technology law and tired of bureaucracy in the governmental sector, he accepted to be in research projects of the private sector on legal aspects of data, artificial intelligence, and digital platforms where he declares his satisfaction with this sentence: "It is way more effective and efficient to advance ideas Compared to the public sector."
